You charge yourself, or a held item, with electrical potential. Thereafter, you visibly give off sparks like a Tesla coil.

As an immediate action, you can release the shock along with a melee attack that you land, or you can affect anyone that touches you. Either way, the charge is expended, and inflicts heavy lightning damage plus stun 1 rd (Con negates the stun).
